FLORIDA FIRE SERVICE May 2017 24 E mergency Services Consulting International (ESCI), the consulting arm of the International Association of Fire Chiefs (IAFC), is an international firm providing specialized, high quality, professional fire, EMS, communications and law enforcement consulting services to municipalities, counties, fire districts, non-profit organizations and the industrial and commercial communities throughout the United States and Canada. Since 1976 ESCI has assisted hundreds of fire departments with master plans, strategic plans, staffing studies, agency evaluations, cooperative service and other such studies. ESCI is considered by many to be the nation’s leader in emergency services consulting, utilizing highly experienced expert consultants from Florida and nationwide who served in top leadership roles in metro and suburban departments and at all levels of local government. ESCI is recognized as an expert in the field by the emergency service community and is the only fire service consultant who is partnered with ISO. Greater Naples Fire District’s Fire Chief Kingman Schuldt states that, “ESCI consultants provided me with the supporting data and outstanding analysis that I needed to successfully integrate several fire districts. I have and continue to highly recommend them to Florida chiefs for any consulting needs.” ESCI is excited about its recent acquisition of Fields Consulting Group (Fields), an emergency services leader specializing in public safety personnel assessment. The ESCI-Fields Human Capital Division is headed by Dr. Cassi L. Fields, a highly respected leader in her field, who has been providing consulting services to fire and rescue, EMS, police, sheriff and other public safety agencies since 1992. Fields is widely known for its customized, valid selection, and promotional testing and training programs that provide candidates with a test atmosphere in which they can succeed. Every step possible is taken to provide a level playing field. The Fields Human Capital Division is staffed with PhD and Master’s level I/O psychologists and technical subject matter experts who are former high-ranking public safety agency personnel; a combination of expertise that no other firm can claim. Products offered are based on scientific and legal standards and principles, but are also specifically customized to the unique qualities of each client agency. ESCI is excited to now offer Florida departments an outstanding alternative for their promotional testing and executive search needs. ESCI/Fields is known for being dedicated to diversity in the workplace. This philosophy was born from the recognition that barriers to advancement exist in the workplace for all groups, particularly those from disadvantaged socio-economic backgrounds – largely minorities, and in some cases, females. ESCI-Fields Human Capital Division is set apart from others who perform similar work, in never having received a successful legal challenge to any human capital program offered.
