COMMUNITY RISK REDUCTION 
AND PLAN DEVELOPMENT 
MODULE 7
Community Risk Reduction Plan Development, CRR is a process to identify and prioritize local risks, followed by the integrated and strategic investment of resources to reduce their occurrence and impact. In other words, it is a process to help communities find out what their risks are and develop a plan to reduce the risks viewed as high priority. The steps involved in the CRR are conducting a Community Risk Assessment (CRA), developing a CRR plan, implementing the plan, and evaluating the plan. 
 
The CRA is a comprehensive evaluation that identifies, prioritizes, and defines the risks that pertain to the overall community. It is a critical first step in the CRR process and results in a full understanding of the community's unique risks, capabilities, and characteristics.   One of the nine profiles considered in a CRA, the community service profile, describes the types of historical services provided by community and nongovernmental partners and should include the capabilities of those partners.  
 
Community Risk Reduction is not a new concept for the fire service. Fire departments have been actively involved in fire prevention for many years through public education, building inspections and other activities. Although there is no specific blueprint for developing CRR plans in U.S. fire departments, there are some common and essential steps. Ultimately, the CRR plan will be unique to each fire department, based on the types of risks for that particular community. 
 
Essentially, the fire service exists not only to respond to emergency incidents, but also to proactively  
prevent or mitigate the impact of such incidents within their communities. CRR provides a more focused approach to reducing specific risks. In addition, a comprehensive CRR program involving community partners, firefighters, and other staff, can result in an organizational culture that recognizes the importance of reducing risks within a community. It is important that fire service leaders, their firefighters and other staff begin to shift their thinking towards reducing and mitigating risks, as this will ultimately be expected by their communities and elected officials. 
 
This module shall guide participants through the CRR process and the development of a CRA and plan for Community Risk Reduction. Learning objectives for the module are derived from NFPA 1300 
 
NFPA 1030, Standard for Professional Qualifications for Fire Prevention Positions (2024).
